办理学历学位认证步骤
　　登录教育部的国外学历学位认证系统：renzheng.cscse.edu.cn
　　1.注册填写信息
　　你需要在网上注册新用户并填写你的个人信息以及提交认证申请表。学历认证官网请点击这里，寻找登陆框下的“如是新用户，请点击注册用户”标识。
　　2. 递交材料缴费
　　按要求到选定的验证点递交申请材料和支付认证费用。
　　3. 查询认证进度
　　在学历认证官网上登录注册帐号查询认证进度。
　　4. 认证完成后领证
　　系统中显示“认证完成”后，就可以去领认证结果了。
　　办理国外学历学位认证交验材料清单
　　1.一张二寸（或小二寸）蓝色背景证件照片；
　　2. 需认证的国外源语言（颁发证书院校国家的官方语言）学位证书或高等教育文凭正本原件和复印件。（也就是学校寄给你的学位证原件。例如下图）
　　3. 需认证学位证书或高等教育文凭所学课程完整的正式成绩单原件和复印件；如以研究方式学习获得的学位证书，需提供学校职能部门（如学院、学籍注册部门或学生管理部门）开具的官方研究证明信原件和复印件，研究证明信内容应说明学习起止日期（精确到月份）、专业名称、研究方向、所授予学位等信息。
　　　4. 需认证的国外学位证书（高等教育文凭）和成绩单（研究证明信）的中文翻译件原件（须经正规翻译机构（公司）进行翻译，个人翻译无效。
　　5. 如在国内高校就读期间到国外高校学习获得国外学历学位证书，申请者需提供国内高校的毕业证书原件和复印件或者学信网（http://www.chsi.com.cn/）学籍注册证明材料。该项主要是针对2+2或是和大学本身有和国外大学交流的同学需要看的。
　　6. 申请者留学期间所有护照（含护照首页-个人信息页、末页-本人签字页、以及所有留学期间的所有签证记录和出入境记录）原件和复印件。如果申请者留学期间护照已超出有效期限，还需提供在有效期限内的护照原件或有效身份证件原件和复印件。
　　认证时是要准备护照的。要看里面的签证信息，主要看看你是不是在上学的那段时间里面都呆在那个国家。有一个同学护照丢了，补了新护照，上面没有原始的信息，但是也是有解决方案的，可以联系当地的中国使领馆，让他们开具证明，也可以在中国找到该国家驻中国使领馆，依据当时的出入境证明，出具证明，然后递交就没问题了。当然护照丢失是个很复杂的问题，一定要看看官网上对于护照丢失的解决方法。
　　7. 申请者亲笔填写的授权声明。

 

什么是国外学历学位认证
答：所谓国（境）外学历学位认证是指中国留学服务中心根据归国留学生提出的申请，鉴别国（境）外学历学位证书或高等教育文凭办法机构的合法性，甄别国（境）外大学或其他高等教育机构办法的学历学位证书或具有学位效用的高等教育文凭的真实性，对国（境）外学历学位与我国学历学位的对应关系提出认证咨询意见，为通过认证评估的国（境）外学历证书或高等教育文凭出具书面认证证明，以及为未通过认证评估的国（境）外学历学位证书或高等教育文凭出具未获认证通知单。

国（境）外学历学位证书的认证范围：
　　1. 在外国大学或其他高等教育机构攻读正规课程所获相应学历学位证书或高等教育文凭；
　　2. 在经中国国务院教育行政部门批准的中外合作办学机构（项目）学习所获国（境）外学历学位证书，在经中国各省、自治区、直辖市人民政府审批，并报中国国务院教育行政部门备案的高等专科教育、非学历高等教育的中外合作办学机构（项目）学习所获国（境）外高等教育文凭；
　　3.在中国澳门特别行政区及台湾地区大学或其他高等教育机构攻读正规课程所获相应学历学位证书或高等教育文凭。在中国香港特别行政区大学或其他高等教育机构攻读正规课程所获学士以上（含学士）层次的学历学位证书。
国外学历认证的意义是什么？
1、唯一性：留服认证是在中国大陆范围内对于国（境）外文凭的真实有效性以及同中国大陆学历学位体系对应关系的唯一权威的确认方式。
　　2、必要性：根据国家相关部委和国务院学位委员会办公室的相关规定，留服认证是报考公务员，国有企事业单位入职，高等教育学位报考，大型外企入职时必须提交的国（境）外学历学位的证明资料；同时在此类单位职位升迁和调整时也同样需要向人事部门提供留服认证。

国外学历认证的服务人群是哪些？

一般而言，是针对全体在国外留学而回国的人员，其中包括港澳留学生、回国进修研究人员等广泛意义上的留学回国人员。
