has begun to implement its unified real estate registration system as
part of a national campaign for regulating the real estate market on
Monday.
文中的real estate registration即“不动产登记”，类似表达还有property registration。
根据北京市编办的《关于整合北京市不动产登记职责的通知》，即日起，北京民众可到新建的不动产登记中心(real estate
registration center)办理不动产登记手续(having their properties registered
)。对新受理的不动产登记申请将按不动产统一登记程序(unified property registration
procedures)办理；原有房产权利证书(existing property right
certificates)依然有效，除非该房产再次上市交易，否则无需更换。
2007年3月，十届全国人大五次会议表决通过《物权法》(property
laws)，规定“国家对不动产实行统一登记制度。去年12月22日，《不动产登记暂行条例》(the provisional property
registration regulations)正式公布。
The regulations would be applied to real estate properties like
commercial buildings and rural homesteads, and also to forest ownership,
maritime area utilization rights, etc.
该条例不仅适用于商业建筑、农村宅基地等土地资产，也适用于林业权属、海域使用权等。
据了解，自今年3月1日起生效(taking effect)以来，厦门、青岛、深圳、广州等城市已陆续实施了不动产统一登记。
业内人士分析指出，此次不动产登记制度的正式实施，旨在理顺各种不动产的权属关系，也是后续住房长效机制(long-term
mechanism)建立的基础工作，将会为未来房地产税(levying property taxes)的铺开奠定基础(pave the
way)，但对于房价的影响不大(casting little influence on housing prices)。
