Define what will be counted

Separate the service components
Translation, independent revision, specialist review, layout, declarations and shipping are different services. Compare quotes on the same basis, including image text, feedback rounds and final file checks, rather than comparing a unit price in isolation.
Give a usable deadline
Specify the final deadline, time zone and internal review arrangements. Larger projects can be delivered in batches, provided priorities and feedback dependencies are clear. Urgent work still requires an assessment of staffing and review time.
